Baker Torpedo Kid recreation

Working on a setting up a a small electric race car for events , the car is a modern interpetation of the 1903 Baker torpedo Kid , it is single seat, about 670 pounds , 6-6" wheel base , 48", track 12ft long overall and has 28" dia motorcycle tires and billet 21" rims. Currently running a 48volt, 100Amp hour AC system. Wondering what the best venue is to have a discussion on roll bar, restraints and the electrical system, I have looked a various SCCV hillclimb rules but it is a bit of an odd duck as far as fitting into a vehicle class.
